The action-adventure stealth game Assassin's Creed Rogue is played from a third-person perspective and takes place in an open world. There are three main areas in the game: New York City, the fictional River Valley (partially based on the Hudson Valley), and the western North Atlantic. Small islands, human settlements, naval forts, and shipwrecks are among the numerous individual locations in the first two that can be explored. Similar to Assassin's Creed: The gameplay includes naval exploration and combat in Black Flag. Shay Cormac's ship, the Morrigan, has a shallower draft than Edward Kenway's Jackdaw, making it possible to travel down the river. It can also carry a variety of new weapons, such as icebreakers, oil slicks that can be ignited, and puckle guns. The Morrigan can also be boarded by hostile ships, and certain icebergs can be destroyed to produce waves that harm smaller ships. Although Shay is able to freely swim in the southerly waters of the River Valley, the underwater diving missions that were included in Black Flag have been removed because swimming in the North Atlantic causes the player's health to rapidly deplete due to the icy water.
The player can use an air rifle, which is similar to the blowpipe from Black Flag, to silently eliminate enemies from a distance in combat. The air rifle can be equipped with a wide range of different projectiles, including firecrackers and sleeping darts. A fictionalized Benjamin Franklin gives Shay, at a predetermined point in the story, a grenade launcher attachment for his rifle that can fire shrapnel grenades and other loads. Hand-to-hand combat has been slightly altered, and now enemy attacks can be countered with timing, similar to the Batman: The Arkham games series. Enemy Assassins uses skills that players have used throughout the series to create archetypes that are similar to those in previous games. They can carry out air assassinations on the player by hiding in bushes or among crowds. Poison gas can now be used as an environmental weapon, and Shay possesses a mask that can mitigate its effects. Shay's Eagle Vision takes elements from the multiplayer feature of previous games in the series that allowed players to track an enemy's position using a system resembling a radar to reflect this when an enemy is being stalked. The player is alerted to the presence of stalkers by red screen edges even if they do not use Eagle Vision.

Through a crafting system that requires animal pelts obtained from fishing or hunting, the player can improve Shay's equipment. Shay receives new outfits and equipment upon finding in-game collectibles like Templar treasures, Native pillars, and Viking sword fragments. The Morrigan can also be improved with resources from raiding ships, warehouses, and camps, making it able to compete with ships that are stronger; The five Legendary Ships, which were also present in Black Flag and were hidden boss battles in the North Atlantic, are the most powerful.
